Late last week news broke that the former Frankford Chocolate Factory on the north side of Washington Ave once owned by the late Tran Dinh Truong is back on the market and looking for a buyer. This property has been in limbo for a number of years, as Tran Dinh Truong's personal life was anything but standard.


Within the realm of Philadelphia land-use politics, there are a few types of zoning uses that are vilified and unwanted no matter where they are proposed. Vice categories like strip joints and adult cinemas certainly come to mind. But one that has faced quite a bit of community opposition these past few years is the drug treatment center that dispenses methadone to ease addicts habits with heroin and other opioid-type painkillers.
